It’s the human resource which becomes the key factor of our Customs toachieve its modernization strategic targets. Training is the main channel of humancapacity building and development. Management of human resource in our Customsis still in a strong color of traditional personnel administration now. The customstraining of civil servants is still stuck in the planned economy mode under which littlecare about the relationship between inputs and outputs for instance,and it is lackof sufficient research on the demand of training and the assessment of the effect.The living space of such training mode is bound to become smaller and smaller in themodern society which is led by the government service-oriented for the citizenawareness of rights as taxpayers become increasingly clear and strong that they willbecome increasingly concerned about the governments public investment andrequire high-yield high returns. In the international field of training, more and morenew training concepts and theories reflecting the humanized management are beingdeveloped everyday to maximize the benefits of training, and were quickly applied inpractice, particularly in the private sector as the social enterprises. This trend keepsgradually affecting and infiltrating into the public sector. In such a situation, theChinese customs civil servant training mode is also facing a huge challenge. Somenew training model is called to bring more benefits which can also reflect the spirit ofhumanism, and the experts and scholars in our Customs have also put forward theirviews and suggestions.The competency theory began in psychological research, widely usedand developed in the field of human resource management and was recognized asit’s represents of a new stage, especially achieved good results in the enterprise.What was the first object of the study by David McClelland on the competencytheory is the senior staff in the national public sector, the U.S. overseas culturalaffairs officer. At present, growing number of public administrations, no matterinternational or domestic, are attempting to introduce competence theory as animportant reference in the development of human resources. The author tries to summarize and comb the problems in the training of Customs civil servants, on thebasis of extensive research on the new theory and practice in the field of civilservants training, and by taking the Customs country cadres training for example,present a more systematic and specific recommendations on building a new feasiblecustoms training model. At the same time, this research can also enrich thecompetence theory and promote its practice in the training of Customs civil servants.The author actively promotes the people-oriented training model,concerns the Customs cadres career development, and tries to push forward the "lifelong learning " conception to the practical implementation, to promote theestablishment of lifelong training mechanism which can maximize attention toindividual differences and needs, so as to continuously stimulate individual learningmotivation and potential capabilities,by which everyone can enjoy the benefits andthe joy of training, and the investment to the training by customs can achieve greatergains.
