Along with our country civil servants employed system gradually perfect, moreand more highly-competent people enter into the civil servants. In the governmentpersonnel management, the civil servants administrative ability directly affects thediscretion of the government administrative efficiency. Civil service training is veryimportant in the construction of civil servants, for it meets the requirements of thepublic service to the governments; it not only promoted the improvement of quality ofcivil servants, and plays an important role to enhance the image of the governmentexecutive ability. Although many scholars explore many research related to civilservants training, but few to new civil servants initial training. After the reform anddevelopment in recent years, civil servants’ training has been gradually regularized,institutionalized, and systematic. How to make the new civil servants master basicadministration office skill, as soon as possible into the role of civil servants, maximumdevelop their potential, and adapt to the new work environment quickly and becompetent for his job is the crux problem to promote the healthy and orderlydevelopment of civil servants. Therefore the research on the initial training for the newcivil servants has very important practical significance.Firstly this article elaborates the research background, purpose and significance,research status at home and abroad and research ideas and methods; Second, it outlinesthe related theory to the new civil service training, introduces the basic concept of thejob training for new civil service, analyses the characteristics and significance of theinitial job training, and give the theory basis for new service training; Third, it discussesthe experience and enlightenment of western countries’ new civil servants, mainlyintroduced the Britain, the United States, Japan, Singapore and other countries of civilservice training experience, and get the ideas of the perfect laws and regulations,training network, training contents, training methods, training mechanism and so on;Fourth, with Changsha as an example, it survey the status of the initial training for theChangsha’s civil servants, analyzes the basic situation of Changsha’s new civil servantsinitial training, and from the four aspects to investigated: the basic situation of civilservants, the view of civil servants; the capacity demand for servants job, training form,and further points out the existing problems on the initial training, and analyses thereasons of the problems. It hopes the case analysis and researches of Changsha can provides reference for our country civil servants training.
