Research Of Public Service Supply Of Shang Hai Miao Economic Development Zone Of Inner Mongolia

Public service supply is fundamental mission of community organization. It is an everlasting issue for public administration to select proper supply pattern of public service supply, explore and innovate the supply pattern to satisfy the need of public by the best public service and win their advocacy and supports. There were a certain researches about public service supply in our country, but not yet thorough. It is even rare to study the public service supply of economic development zone which is a special administrative region.The economic development zone of China emerged and developed with the reform and opening-up policy. In the30years of the policy, it played a role of "trial plot" and "bellwether" from beginning to end. It has been a domain of our economic sociaty development and an important growth pole of regional economic development. The Shang Hai Miao economic development zone, as a national energy-chemical industry base and an autonomous regional economic development zone, occupies a device position in the economic development of Etuokeqian Banner. Its total industrial output value has been over ten billion every year and its fiscal revenue accounts for two-third of general financial revenue of Etuokeqian Banner. The management committee of The Shang Hai Miao economic development zone attached importance to transformation and upgrading of development. Its function has mainly transformed from economic construction to integrated management service, but its public service still relatively falls behind. Therefore, it has been an important research topic how to have an advantages on other nationwide development area, when the cost of virous tax, labor, all kinds of land, power, water, gas, heating becomes convergent in all development area throughout the country.For these reason, this paper analyzed the necessity and feasibility of the innovation of public service supply pattern of development zone by combing the reality, on the base of the intensive study of the meaning of public service of development zone and the theory of new public service. Through careful field research, it is found that although the Shang Hai Miao development zone has a certain support conditions for the industrial development and foundations of public service, but a set of complete public service supply system has not been formed. Therer are several problems impacting the efficiency and quality of public service, such as the single public service provider and backward providing pattern.First of all, the study proposed a general thought and three-point principle for the construction of public service supply pattern of the Shang Hai Miao economic development zone, by drawing lessons from precious experiences of civil excellent public service patterns. Secondly, public service supply pattern and implementation process, namely "Government-leading, market-participating, social-cooperating, and unity in diversity", were brought up, according to service needs of companies in development zone, investor and residents and financial providing ability of development zone. Thirdly, six aspects of suggestion and countermeasure such as reinforcing public service organizational leadership were provided, aiming at problems might be found in the process of constructing public service supply pattern of the Shang Hai Miao economic development zone.
