Resrearch On The Improvement Of Government Service Efficiency In The Development Zone

New and high-tech development zone is an important part of China’s strategic arrangement for prompting local economic growth.Its growth is closely connected with expanding domestic demand,adjusting and upgrading industrial structure,and reform and innovation.Government’s service levels and quality of service will influence development zone.Therefore,It is quite necessary for government to increase its capabilities in service not only to be adapted to the needs of development zone,but also to supply positive supporting service.Under the background of reform and the World and national conditions in the new era,this article,by analyzing background and current situation of recently foreign and domestic research on government service,concludes some enlightenments concerning how Baiyin government enhances its service to Baiyin HTIP development zone.This thesis is divided into 8 parts.First of all,this thesis puts forward new public administration theory,new public service theory,and governing theory by raising basic concepts relative to Baiyin HTIP development zone.In the next place,this paper introduces the fundamental state,management system,operative mechanism,goals and orientation of Baiyin HTIP development zone.Then,strengths,weaknesses,opportunities and threats of Baiyin HTIP development zone are analyzed by using SWOT analysis.Furthermore,issues of Baiyin government’s service to Baiyin HTIP development zone are raised,with the reasons of which are also analyzed as well,by studying the service demands of administrative committee and enterprises of Baiyin HTIP development zone and the service supplies of Baiyin government’s departments.Finally,for enhancing Baiyin government’s service to Baiyin HTIP development zone countermeasures and suggestions concerning policy guarantee,financing package and efficient government are raised by studying foreign and domestic outstanding parks.
