Legal Analysis Of University Information Disclosure

With contemporary Chinese citizens’ legal awareness, participation in public affairshas been improved, the concept of the information right is growing in popularity. Ourcountry has promulgated the "The people’s Republic of China Government InformationDisclosure Bill" and "Methods information disclosure of institutions of higher learning",two information disclosure norms developed reflects the "rule of law" concept of Chinesepeople, but the implementation of the system is not satisfactory, appeared a variety ofproblems in supervisory and relief levels. To make sure the university informationdisclosure implementation smoothly and effectively, protect the right force of universityteachers and students, and improve the modern university system. This thesis summarizesthe comb and on the basis of previous studies, by drawing on foreign universityinformation disclosure legislation practical experience, combined with the status ofimplementation of our country`s university information disclosure, take "UndergraduateTeaching Quality Report" as an example to legally analysis our country`s universityinformation disclosure. Finally, put forward countermeasures and suggestions to improvethe legal norms of our university information disclosure, and hope to standardize it. Inaddition to the introduction and conclusion, the thesis is divided into five parts:The first chapter describes the basic concepts related to information disclosure andindicates the legal basis of the information disclosure.The second chapter studies the status information disclosure legislation of UnitedStates, Britain, Japan, Australia, Canada and other countries, summarizes four points ofexperience can be used for our country.The third chapter cards the development process of China’s university informationdisclosure, notes its presence in the legislative and practical aspects of the problem and itscause analysis.The fourth chapter sets "Undergraduate Teaching Quality Report" as an example tolegally analysis our country`s university information disclosure,firstly confession the comes of "Undergraduate Teaching Quality Report", explains its legislative process, thestatus of implementation and the emergence of problems in practice, then through theanalysis of "Undergraduate Teaching Quality Report" whom to report, what to report, howto report, how to supervision leads to the main legally analysis of the subject, content,methods, supervision and relief of university information disclosure.The fifth chapter proposes countermeasures and suggestions of our country`suniversity information disclosure from legal status, public way, public programs,monitoring and relief four aspects.
