Community Public Welfare Fund Collection:A New Stage Of Resident Participation

At the Nineteenth National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that in order to build a pattern of social governance,social governance should be good at giving full play to the initiative of social subjects and promoting the formation of a benign interaction between government governance,social regulation and residents'autonomy.On the basis of adhering to the leadership of the Party Committee and the responsibility of the government,we should effectively guide enterprises,institutions,social organizations and the public to participate in social governance and improve the pluralistic governance pattern.Community is the main component cell of society,and residents living in the community are the main force to participate in community governance,community public welfare and community affairs,and constitute the main body of participation.Promoting residents'participation is of great significance to the construction of a new era of co-governance and sharing of social governance.This paper takes community residents'participation in community public welfare as the theme,and mainly discusses the following questions:First,how can community entertainment and interest organizations be transformed into public welfare organizations?Secondly,how is it possible to raise public welfare funds in the market economy?Third,how to enhance residents'enthusiasm to participate in community public welfare?Fourthly,has the public raising of community public welfare funds pushed the participation of residents to a new stage?In order to explore these problems,the author selected the first prize winning project"Colorful Childhood"Public Welfare Fund Alliance of Hubei Public Welfare Venture Capital Competition as an example,entered W Community for investigation,conducted in-depth talks and interviews with community secretaries,residents committee directors,main social workers in charge of the project,main leaders and members of the community,and participated in and observed many volunteers held by members of the community.The participants'meeting will learn how they plan and organize public welfare activities by means of community public welfare fund-raising professional social workers,and how they operate community public welfare organizations under the leadership of community leaders.With the reform of the market economy system and the disintegration of the unit system,the original residents can solve almost all the problems in their lives in the unit.Nowadays most of them are transferred to the community,from the original unit-run society to the community-run society.The original unit-run society is gradually transformed into the"social person".The tendency of atomization of the residents is becoming more and more serious.The residents'identity and belonging to the community is becoming more and more serious.Feeling weak,from the original strong sense of dependence on the unit,to the community where they live now is very indifferent,and the enthusiasm of community residents to participate in community affairs is low.Community is the foundation of society.Community residents are the main force of community and the master of community.Advanced concepts bring advanced ideas,leading to a living path,backward ideas bring backward ideas,leading to a dead road.To fundamentally solve the problem of low participation of residents,we need to start with the concept.The neighborhood committee and community public welfare social organizations should uphold the idea that"the community is the residents,we act together,the public welfare of the whole people,and the whole people raise funds".According to the provisions of the Organic Law of the Resident Committee,community residents'committees are grass-roots mass self-governing organizations for residents'self-management,self-education and self-service,and communities are residents.They should not only change their ideas and concepts,avoid overwhelming and undertaking residential affairs,but also awaken the citizen consciousness and subjectivity of community residents,guide them to change the role of community residents,so as to enable them to play a more active role.Residents become the real masters of the community.Through the research and analysis of project cases,this paper answers the four questions raised and draws four conclusions:first,the transformation of community public welfare organizations needs the guidance of professional methods,democracy needs technology;second,the feasibility of community public welfare fund raising is based on the external supervision and internal constraints of community social organizations;third,finding the common will of the community to drive more with a few.Fourthly,community public welfare fund raising widens the new path of residents'participation and promotes residents' participation to a new stage.
