China and Vietnam are both socialist countries under the leadership of the CommunistParty. The two political party system of them have a great similarity. China began economicreform and openness in1978, while Vietnam started the Doi Moi reform in1986. The twocountries entered a new historical period since then. In the new era, the two party systemhave experienced a wide range of development, and the process of them are extremelycomparable and referential.This paper investigate and compare the development process of political party system ofChina and Vietnam in new era from three aspects:the development of the party-governmentrelationship system, the development of the party leadership system, and the developmentof the party democracy system.And then seek the similarities and main differences betweenthem.In terms of development of the party-government relationship system, the similarities oftwo countries are: they both uphold the party’s leadership by improving the leadership;they both gradually improve institutionalization and legislation of the party-governmentrelationship. The main differences are: China shift to careful exploration after undergonetwists and turns, while Vietnam keep sprinting adhering to the separation of party functionfrom government; The reform of China is more conservative and moderate, while that ofVietnam is more open and brave.In terms of development of the party leadership system, the similarities of twocountries are: they both abolished the lifelong tenure of leading cadres; they both developedand perfected the collective leadership of the party. The main difference is: CCP practice theimplementation of the general secretary and collective leadership from a new start, while theVCP has a higher starting point.In terms of the party democracy system, the similarities of two countries are: they bothdevelop system of competitive election, grass-roots direct election and democraticconsultation; the both develop inner-party democratic supervision in an all-round way.Themain differences are: On the inner-party democratic election system, CCP develop morestable while VCP develop faster; On inner-party consultation and supervision system, theway of CCP is more implicit while the way of VCP is more direct; Chinese inter-partydemocratic system development has got remarkable achievements, while Vietnam has completely blocked the way of inter-party democracy.Through these comparisons, this paper get the enlightenments: the political partysystems of China and Vietnam are both developing toward democratization,institutionalization and legalization, and will insist on this development direction whichconforms to the trend of the times; the different way, step and stride of developing politicalparty systems of China and Vietnam are result of constantly searching of the two countriesand two parties for development path suited to themselves. CCP and VCP, leading reformsin new era, have both accumulated a lot of experiences available to learn from eachother, but the two countries will continue to maintain their own characteristics in the futuredevelopment of the political party system.
