In recent years, the rapid development of global information technology, mobile TV, mobile phone, tablet computer intelligent mobile terminal is becoming more and more popular, along with the rise of the network micro-blog, forum, Micro message and other new media is changing people receive information and social way, also affects the whole social environment of public opinion. Our society is in the transition period, people’s values, interests, more and more diversified, and the whole environment of public opinion is also due to the emergence of new media, has the trend of diversification. On the one hand, the new media to the government faster, more comprehensive collection of information of public opinion, promote the publicity of government information. On the other hand, the new media to challenge the government to guide public opinion, some negative, false statements not only makes the users cannot distinguish between truth and falsehood, and even lead to social events, the impact on national security.
