Venture Philanthropy: An Innovation Model And Practice Of Social Oganizations’ Capacity Building

China’s social organizations developed fast along with the deepening of social reformand the accumulation of practice experirence since the Reform and Opening. After thestandardizaion and exploration in1990s, the social organizations have ushered in a springof development in the past ten years because of the policy loosening, the amount andactivity of oganization increased fast. The18thnational party congress propessed to speedup the formation of a social management system which the party committee lead, thegovernment in charge of, social coordinate, pubilic join and laws secure, considering thenew situation of social development. Under the guidance of the central’s spirit, alllocalities take the innovation of social management system as a goal and development ofsocial organization as a breakthrough.. They try to inspire the vitality of the socialorganization by the new model——venture philanthropy. With the development of venturephilanthropy, the amount of social organization grow so fast, the quality of them differs,the overal capacity weakens and lack of successors, which make the social oganizations’capacity building a concerning and reserch focus.This essay focuses on social oganizations’ capacity building, and takes Kun Shan inJiang Su Province as an example. It discussed the capacity building in the venturephilanthropy in order to sduty the building of the capacity duing the process of venturephilanthropy. This essay takes the social organizations that have joined the Kun Shan’sventure philanthropy as an object of study, based on professor Ma Qinjue’s relevant theoryand make a comprehensive use of documents, participation, observation and interview toanalysis the capacity of social organization’s capacity in internal governance, strategicmanagement and raising resources, finance and project management. Through theobjective, comprehensive study on the situation of social organizations’ capacity buildingduiting the process of venture philanthropy, the essay tries to find its shortage and providesuggests from three aspects, the legal construction, development model and support system construction,hoping to giving reference to promoting social organizations’ capacitybuilding.
