Probity is the basic code conduct of the large numbers of party members.It is also the essential requirement of the people.Incorruptible education includes different forms of activities which take aim at to promote and prove their understanding of clean and honest administration.The incorruptible education is not only an important part of the punishment and prevention activities in China,but also the effective defense that has to be done to prevent corruption.Incorruptible education to those civil servants is an essential way to strengthen a good administrative atmosphere and an effective way to reduce and prevent corruption. So the researchers must pay attention to the study engagement of civil servants that participate in the incorruptible education.In this study, primarily, based on the organizational support theory and study engagement theory, the theoretical model is constructed in the light of literature analysis and depth interviews of experts of incorruptible education. In the second place, adjusting the consisting perceived organizational support, learning value measure and study engagement measure to fit Chinese civil servant groups in the Chinese incorruptible education context, building the original test questionnaire. The factor analysis has being done from111MPA members in USTC through SPSS17.0software:Learning values are divided into personal development, utilitarian value and accountability; Engagement of incorruptible education is divided into behavioral engagement, emotional engagement and cognitive engagement. Thirdly,the reliability analysis, exploratory factor analysis and confirmatory factor analysis confirmed that the final form of the perceived organizational support questionnaire, learning value questionnaire and study engagement questionnaire has good reliability and validity. Fourth, independent samples T-test and variance analysis are used to explore the impact of the individual statistical characteristics of each variable and its dimension. Finally, through LISREL8.70verify that with the partial mediating effects of learning values, perceived organizational support has significant and positive prediction for study engagement. This study tests the applicability of organizational support theory and study engagement theory in the incorruptible education context. In addition, in the process of incorruptible education, we should not only pay attention to improving civil servants’perceived organi,zational support, but also moderating their learning values.
