The civil servant team of our country is the national administrative manager,is the important component of the party's ruling corpus,its comprehensive quality condition and the administrative ability level directly influence the party's leadership level and the ruling ability.It determines the administrative level and administrative efficiency of the people's government.According to the Ministry of Human Resources and Social Security,at the end of 2015,there were 7.167 million civil servants in the country,and in the past two years,the recruitment of civil servants has been steadily promoted throughout the country.It can be said that the civil servant team in our country is relatively large.Its stability is also related to the administrative operation and service level of the public sector.Since the 19 th National Congress of the Communist Party of China,the leader of the Party Central Committee,with General Secretary Xi Jinping as the core,will comprehensively push forward strict administration of the party to a new height.This not only puts forward new requirements for the building of the civil servant team,And in the new situation also faces opportunities and challenges.A few years ago,stability seemed to be epithet of the profession of the civil servants,and much of the literature in the country are also devoted to discussions on capacity-building,the incentive mechanism and the building of the civil servant system.There are few special studies on the instability of the civil servant team.Under the new situation,due to some subjective,institutional and foreign cultural erosion,the unstable factors hidden in the civil servant team will be exposed day by day.Maintaining the stability of the civil servant team is a long-term and systematic project,which requires us to seek practical and effective ways to improve it according to the specific nature of the work and with the concept of “people-oriented”.This paper tries to maintain the stability of the civil servant team,analyzes the factors that affect the stability of the civil servant team,so as to solve the problem and put forward countermeasures.The full text is divided into four parts:The first part is The New situation in the Construction of Civil servant team.The New situation in the construction of Civil servant team in China is mainly summarized from three aspects: the new requirements of the talent strategy for the construction of the civil servant team,widening the space for the development of Civil servant team under the New normal of Economic growth,and the opportunitiesand challenges for the construction of Civil servant team after the eight provisions of the Central Committee.The second part tries to take Chongqing State tax system as an example to discuss the main manifestation of the instability of civil servant system.The paper through issuing questionnaires,data analysis and other methods,elaborates the main manifestation of the existence of instability through the following aspects: the speed of civil servants' loss is speeding up day by day,the demands of civil servants are more prominent,the consciousness of career and innovation of civil servants is decreasing,the theory of attempt and accomplish nothing is prevailing,and so on.The third part analyzes the factors that affect the stability of the civil servant team.Mainly analyzes from two aspects of internal and external factors.The internal factors include the lack of professional ethics of some civil servants;the sense of value realization of civil servants is decreasing and the sense of self-negation is rising;and the professional consciousness of civil servants is decling,the consciousness of sideline is increasing.The external factors includethe defects of the appraisal civil servant system;the irrationality of civil servants pay level and mechanism;the limitation of the development of outstanding talents within the system;and the civil servant team receive a higher degree of concern.The thourth part puts forward the countermeasures and suggestions to maintain the stability of the civil servant team under the new situation.The main measures are:Strengthening ideological and political education of civil servants;The new conception of civil servant's salary and treatment;widening the channels for promotion of civil servants;playing the role of patrol in the construction of civil servants;attaching importance to the cultural incentives to civil servants.
