Modern Skiing already had more than one hundred years’ history. And skiing in East Asiancountry like Japan and South Korea also gain large development. From1996, some cities inNorth China began developing skiing park. And a large number of skiing park open to ordinarypeople appeared in the next few years in China. As the skiing population increased very quicklyyear by year, the skiing tourism came into being.The development and operation is the basementof skiing industry. Research on modern skiing park’s operation is the key point for skiingindustry’s sustainable development.Based on system development and planning theory, enterprise management model,customer satisfaction index (CSI) model theory, we do research on the development of skiingpark in Shenyang. Following the rule of prolonging life time of skiing park and supported bystatistics, we analyze the dilemma of three skiing park in Shenyang and take Baiqingzhai skiingpark for example. This paper uses literature analysis, interview, on-the-spot investigation,statistics research and other research methods. We do research on nowadays situation ofShenyang skiing park, operation status and tourist satisfaction. The research result shows:1. All these three skiing park in Shenyang have good natural environment and abundantmaterials. Skiing park had already been in shape, with kinds of special ski track and supportingfacilities.The on season products of these three skiing park have high similarity. However, theoperation situation of on season is good with wholesome development and abundant products.The life cycle of these three skiing park have entered maturity stage.2.Lack of off-season product. The administrator of the skiing park does not attachimportance to the off-season operation. Not only had they ignored the development of newproducts, but also made little of publicity of the existing off-season products.3. Build tourists satisfaction evaluating system. Fulfill tourists’ satisfaction survey andtourists complain management system, use Customer Satisfaction Index (CSI) to construct skiingpark’s tourist satisfaction evaluating system. Establish measures for the improvement of skiingpark’s operation and planning by the actual requirements from customer.4. The season had enormous implications on Shenyang skiing park and Business model issimplified. A majority of tourists consumed in winter, and then low price competition becamevery common. The skiing park resources were seriously wasted in off-season because of the lackof off-season products. The total profits of skiing park is inadequate. The simplification behaved both the operation time and the highly similar products. Such kinds of situation caused low pricecompetition with low quality of service, and tourists became unsatisfied. Also the skiing parkbecame insufficient competitiveness compared with other rivals.Suggestions:1. Build tourists satisfaction evaluating system. Fulfill tourists satisfaction survey andtourists complain management system, use Customer Satisfaction Index (CSI) to constructtourists satisfaction evaluating system. Establish measures for the improvement of skiing park’soperation and planning by the actual requirements from customer.2. On season differential operation. Make full use of existing devices, land resources andrelated facilities. Considering the natural environment around the skiing park, developmentcharacteristic products that used to attract tourists.3. Off season integration and mixing operation model. Do the planning and appropriatereconstruction for the skiing park, dividing the skiing park areas. Make full use of regionaladvantages and environment conditions of the skiing park with the development of integratingold products and new developed projects, develop new products without relationship with the oldones, attracting new tourists, and make the mixing operation model came true.4. Considering the environment around the skiing park.We give solution for management model and hope to apply it to all these three parks. Evenmore we hope this theory can be used by other skiing parks in China.
