In1999，Zhuhai readjusted the idea of developing higher education underthe principle “of presence rather than ownership” for implementing the strategy of invigorating the country through science, technology and education. As aresult, its opened-minded sponsorship and preferential policies attracted a largenumber of top domestic universities to set up campuses or research centers inZhuhai. The decision not only unfolded the establishment of university park inZhuhai, but also prompted the way of establishing university park in the Pearl River Delta.. Jinan University, Beijing Normal University, Beijing Institute ofTechnology, have set up campuses in zhuhai and Tsinghua Science Park, Information Harbor of Harbin Institute of Technology have made home for developing high-tech industries in Zhuhai. This has brought about new economic growth points, promoted the upgrading of the structure of the city’s industry, and greatly increased Zhuhai’s competitiveness in the era of knowledge economy. However, University Park in Zhuhai has its unique characteristics, such as largeness of size, bigness in number, high-density of faculty and students. The universities park are located in the border between urban and rural areas, resulting in the commercialization of logistic services and so on, which offers immenseopportunities, but also brings risks. This article will discuss the present condition and characteristics of University Park in Zhuhai, putting forward several proposals on emergence management pattern, with in-depth analysis of the causes,types, characteristics of emergences and problems in emergency management. The discussion on emergency organization system, emergence operating system,and emergency management pre-scheme and emergence management assessment is to improve University Park’s efficiency and ability in responding to emergency. Therefore, it is necessary to bring emergency management into the construction of harmonious campus and a harmonious Zhuhai city for sustainable and stable development.
