Due to the change of rural management system, land contracted for production,the situation of less land with more people is so obviously. With the improvement ofmechanized farming ability, there are a large number of surplus labor. As theacceleration of urbanization, a large number of workers are needed with rapid developof the secondary industry and the tertiary industry, which leads to rural surplus laborforces swarm to work in cities. Due to various reasons, these migrant workers fightback tears and have to leave their dear children in the hometown. This is produced inthe reform tide of new group-"left-behind children". According to incompletestatistics, there are more than50million left-behind children, they are too early toface the challenge of the life, bearing a family burden which should belong to theirparents. They face the life themselves although so young. As parents are long-termoutside workers, their children lack of family care, family education and supervision,resulting in many problems in psychology, behavior, emotional, safety, learning, theirlives and so on. And the number of "left-behind children" will not decrease butcontinue to increase in the short term. So, do a good job of education management ofrural left-behind children is the era of the nation and all levels governmentresponsibilities and obligations, which requires the state and government departmentsaccording to the current situation of rural left-behind children must introduce thecorresponding policies and measures, strengthen the rural left-behind children in theregulation of growth, security of rural left-behind children health.The quality of the population is the first element of a country’s economicdevelopment, people’s quality determines the speed of social development. Juvenileprogress, the country progress! Obviously, the education of people must grab frombaby, and laying a good foundation for education is a country’s cornerstone forprosperity. Only high-quality intellectuals can make a country strong. So the basiceducation management (for toddlers and young children) is particularly important.Although all levels of government have been aware of the seriousness and urgency ofthe left-behind children’s education management issues, and also introduced a numberof policies and measures for the left-behind children’s education management, butChina has a vast territory, the differences of economic conditions and disparities of poor and rich between regions are very large, it is very difficult to guarantee theimplementation and enforcement of these policies. We must mobilize all forces ofsociety as a whole, based on the present situation and existing conditions, andcarefully carry out the management of the education of rural left-behind children. Thehealthy growth of the left-behind children, and a good education received from anearly age, which is not only related to their future and life, but also more related to ourcountry’s future quality of the population and the harmonious and stable developmentof the society.In this paper, the research of education management of rural left-behind childrenis aiming at appealing to the whole society to create a warm and cozy environment forthe left-behind children in rural areas, supervise on their learning, discipline and givethem proper guidance to bring up and foster useful person, taking on the responsibilityof the education and management of rural left-behind children. Through the causes ofleft-behind children in rural areas and the present situation, this paper clarifies theimportance and necessity of strengthening the management of the education of ruralleft-behind children. It is very urgent and imperative that we should grasp theeducation management of the left-behind children in rural areas. Through the relevantinformation and the present state of research, this paper sorted out and analyzed theproblems of rural left-behind children in educational management. Basing on this,how to appeal to the positive factors of the whole society, mobilize families, schools,and the government to really concern about the good education and management ofrural left-behind children are newly explored, some measures of that, how tostrengthen the family education, school education, social education and strengthen theresponsibility of government for the management of left-behind children’s educationwere put forward.
