Revitalizing rural education under the background of "rural revitalization" is consistent with the goal of education and teaching reform under the goal of achieving "fair and Quality education" since the 18 th National Congress.On the basis of comprehensively implementing basic,balanced and high-Quality student training through national curriculum,primary and secondary schools still need to promote schools to carry out characteristic,personalized and diversified education and teaching through the improvement and development of school-based curriculum,so as to promote rural revitalization and local economic transformation,The development of rural human resources cultivates more diversified talents.Therefore,with the theme of "the real dilemma and breakthrough path of school-based curriculum development in rural primary schools" and the main method of case study,this study presents the "real" state of rural primary schools in the process of school-based curriculum development and implementation,and discusses the main strategies and methods for primary school school-based curriculum development to break through the real dilemma and solve key problems based on the "goal model",providing typical cases for theoretical research on school-based curriculum,Provide targeted and feasible action improvement suggestions for the curriculum construction of more rural primary schools.This study first reviewed the historical stages of school-based curriculum development in Wuxi Q Primary School,and summarized the main characteristics of school-based curriculum development in different periods;Secondly,based on the research object of the school’s "Zhiheng Boya" school-based curriculum,the problems in the development and implementation of the "Zhiheng Boya" school-based curriculum in Q Primary School are presented through Questionnaires and interviews with principals and key teachers,and the observation of researchers.Based on the main research dimensions of the existing research,the main difficulties faced in the development of the school-based curriculum in Q Primary School are analyzed,which are caused by the external environment,They are: the development level of rural culture lags behind,the resource platform of local competent departments is insufficient,and the relevant guidance and supervision are insufficient.The internal reasons of the school are that the school lacks the overall design of school-based curriculum,the structure of rural teachers is poor,and the integration,evaluation and management of school-based curriculum resources is insufficient.Finally,the research believes that the development of school-based curriculum in rural primary schools can be based on Stenhouse’s "process model" curriculum theory and the guidance of Lawton and Skilbeck’s "situation model" ideology,combined with the actual conditions of rural economy,culture and school development,carry out localization practice,and try to build a school-based curriculum development model in rural primary schools based on the "goal model" : first,pay attention to the unity of goals,On the premise that the goal of education is consistent with the goal of curriculum development,adhere to the scientific and rational principle of school-based curriculum development;Secondly,we should pay attention to the creation of situations,and establish a standardized and systematic school-based curriculum development and implementation process on the premise of stimulating teachers’ teaching vitality and students’ learning interest;Finally,we should pay attention to the process and build a complete and flexible guarantee condition for school-based curriculum development on the premise that the developmental and outcome evaluation objectives are consistent.
