The development and utilization of Rural school-based curriculum resources is the practical choice and requirements to promote and implete the curriculum reform of basic education.And it can solve the potential conflict of the curriculum shortage and serious curriculum wastes. It also has important means to optimize teaching methods and of to necessary of practical courses for rural primary school curriculum resources and promote the new curriculum reform deeply in rural areas. This paper studies in the literature on the basis of deductive and inductive methods by defining the core concepts, explores the development of school-based curriculum resources theory; through questionnaires, interviews.At the base of document research,this paper studies the theoretic basis of developing the school-based curriculum resources through deductive and inductive methods of defining the core concepts. This paper analysize the development and utilization of school-based curriculum in rural areas in Liaoyang by using questionnaires and interviews. At the base of theoretical research and empirical researchit alsodisscussand explor the specific measures of school-based curriculum resources.There are some major issues in the process of developing and utilizing the rural school-based curriculum resource. First, the insufficient use of local school-based curriculum resources; Second, the evaluate process of developing and utilizing the school-based curriculum resource is weak; Third, the sharement of school-based curriculum resource is at the lesser extent,because the level of contaction and exchange information at rural primary schools is not enough. Fourth, teachers donot have strong self-efficacy, because they donot have enough time to develope and utilize the rural school-based curriculum resource. Fifth, the method of getting school-based curriculum resources is single.At the base of the empirical studying and developing the school-based curriculum resources theory, this paper presents tactics of developing school-based curriculum resources in rural primary school:First, take the advantage of the local school-based curriculum resources; Second, develop a variety of channels to develop and use the school-based curriculum resources; Third, give teachers more times and internal and external human resources helps; Fourth, pay attention to the evaluation progress of school-based curriculum resources; Fifth, create resource sharing and cooperating mechanisms.
