The drainage of teachers in western areas is one of the prominentproblems which affect the construction and stability of the teachers’ troop.How to adapt to the situation of competition for talents under the socialistmarket economy, how to manage the precious resource---teachers’ troopand how to keep the stability of teachers’ troop are practical problems thatthe school managers have to consider and face in western developingareas. Recently, with the disparity in economy development betweenareas, the drainage of teachers is seriously increasing, especiallyunreasonable drainage of teachers. So, local areas have various difficultyin developing their education healthily. In order to solve the problem inAlashan, Inner Mongolia, realize the reasonable human resources anddevelop the local education cause, the writer takes the drainage of teachesin secondary schools in Alashan as an example to analyse the presentsituation, discuss the main reasons and put forward some suggestions andopinions. Firstly, the present situation of the drainage of teachers inAlashan. Among them, there are headmasters, directors of educationaladminstration, reseach team leaders and young key teachers. Some ofthem come to the centre of the city from remote banners, villages ortowns; some go to other provinces; others change jobs. Secondly, somereasons of causing the drainage of teachers: poor occupation reputation, the appointment system for teachers, the lack of scientific managementmechanism of the school, overload work pressure, the lack of creation ofteaching, poor health, unpleasant geographical environment andunreasonable implementation of performance pay system. Thirdly,counterplans and suggestions. In line with the specific situation ofAlashan, the essay brings up the following counterplans: advocate thetradition of respecting teachers and their teaching so that they will have asense of pride and a sense of honour; build scientific educationalmanagement mechanism, establish the people-oriented concept ofteachers, improve the school management, strengthen the excellentteachers’ training to arrange them to work on the important teaching;practise teachers’ occupation career plans to lead the short and long plansof teachers’ formation to develop scientifically; combine the keyteachers’development and the school’s development and offer theteachers opportunity and a platform to develop themselves; narrow thegap between schools gradually to have the schools compete at the samestarting line and decrease the pressure; build the reasonable teachermobile mechanism that the government should establish stability anddevelopment concepts, strengthen the macro instruction of teachers’engagement system and establish an orderly flow of teachers mechanism;implement reasonable performance pay system, detail check item andstandard and carry out reward and punishment to make the teachers sincerely convinced.
