Healthy growth of the younger generation must be predicated on the safety and favorable learning environment. Our country’s primary and secondary schools should be safe land for children. School is a palace of knowledge, a prefect place for children to study. School must free of violence; any instance of unsafe incident at school not only affects the individuals involved, but also the whole school’s students. Some serious crimes can make a long and strong impact in society also may disrupt the harmonious society. Since a series of bad impression school crimes happened, we lose so many innocent lives. So we must pay attention to the current state of school safety. Because the birth control police, there are so many unclear families, also because the ageing process, children.become the future of the family, the hope of the country. This paper purpose on study the present security situation of primary and secondary school, sizing up the extant problems, make a detailed comparison with the western countries and their systems. There is much in their method that we can use, draw on good experience to promote our primary and secondary schools, also to improve the legal framework.
