In twentieth Century, the relation of University-school has attracted much attention in the development of education. In this paper, the author analyzes the present resource dependence relationship between China universities and her schools, investigates the existing problems and the reasons of the relationship between them, and proposes the preliminary improvement of University-school cooperation that is to build a support alliance.The article consists of five parts:The first part mainly explains the resource dependence theory and its application on analyzing of the relationship of University-school. Resource dependence theory is a genre of contemporary Western theories. According to this theory, whether for profit organizations or nonprofit organizations, they are impossible to achieve sufficient resources. No organization can survive or development without exchanging with the environment. In the exchanging, the environment provides organization the key or essential resources. Now, the school organization is as part of a large area or environment. Whatever happens in the environment may impact on the management and development of school. In this sense, if the school organization wants to control environment, it has to establish links with other organizations. Therefore, no matter the University or primary and secondary schools, as the different organizational system of education, depend on each other based on resources. The closeness of the relationship between the two sides influences the development of both. Thus, the resource dependence theory is an available Analysis Paradigm between university and primary and secondary schools.The second part is the review of the relationship between University and primary and secondary schools. The relationship between the University-school are divided into four stages, these are the stage of no contact, the stage of unilateral relationship, the stage of bidirectional relationship and the stage of mutual benefits from cooperation. In the basic stage of division, the author explains the features of different stages.In the view of the resource dependence theory, the relationship between the University and primary and secondary schools is analyzed in the third part. This paper considers that the two as the research interaction exists relationship of resource dependency:schools supply excellent students for universities, schools supply educational fields for universities, universities is the consultant and promoter for schools, university-school is the cooperator of training teacher for school, and two sides develop educational cooperation. In the perspective of resource dependence theory, the fourth part mainly explains five resource issues in improving their relations, which are human resources, shortage of funds, the low consciousness of utilization’s resource outside of the organization, the incomplete organization system, shortage of the social capital. On this basis, the reasons which causing many problems are analyzed.Based on resource dependence theory, the fifth part put forwards that the University and primary and secondary schools should have a rational reconstruction. The ideal state of resources to improve the relationship of university and primary and secondary school is explained, analyzing resources and way exist reconstruction of the relationship. Finally, the paper puts forward the influences and measures of establishing support alliance.
