Study On The Transition And Building Of Power Structure Of Grassroots Community Organization

The progress of China’s housing reform has gone deeper and quicker in recent years. With the marketizing of urban housing, urban citizens have become owners with housing property; meanwhile, the housing property reform demands the transition of power structure and governance model regarding the community the reform takes place in. The management main body of Wuhan XX community, a typical and representative grassroots community which has undergone such a development course, has gradually changed its power structure with traditional administrative power as the dominant and the neighborhood committee as the key to a structure consisting of community party branch, property management company, owner committee and other community agencies.Therefore, Wuhan XX community is taken as an example in the paper to analyze the basic transition model of XX community’s grassroots organization structure, which has changed from the single pattern to a diverse one; and the power relationship within the grassroots organization of XX community is also analyzed. It’s further pointed out in the paper the trend of building organization and power structure in Wuhan XX community with the deepening of community reform, which is to develop the community management from self-management to comprehensive management, and then to grow towards professional property management. During the transition, we are able to grasp the general transitioning process of the power structure within Chinese urban grassroots community organizations. It’s hoped that the research could provide valuable reference and suggestions for the creative management of Chinese urban residential community.
