The Teaching and Research Group of Dongcheng Children’s Palace is a professional institution, and it work to carry out teachers of outside education who are the same major or related majors studying and researching together at regular intervals, under the two leading institutions:the Teaching and Research Section of Beijing and the Teaching and Research Section of Dongcheng district (settled in the eastern of Beijing, known as the Dongcheng outside education laboratory). On the one hand, from the view of mechanism on the formation of the organization, this group belongs to administrative organization, which is resulted in teachers’professional development policy document made by the Teaching and Research Section of Dongcheng district, and is a kind of administrative intervention under the normative form. On the other hand, for the activities in outside education are spontaneous, it also has the nature of the informal organization.Based on the function theory and the organization theory, taking the Teaching and Research Group of Dongcheng Children’s Palace as an example, the organization settings of children’s palace is analyzed, and the current living conditions of Teaching and Research Group of Dongcheng Children’s Palace is displayed, including the present situation, characteristics and operation mechanism. From the various activities of the Teaching and Research Group and teachers’dominant role, this study focuses on the survival state of the Teaching and Research Group besides its multiple missions. And then sum up the influence factors of survival plights of Teaching and Research Group by multiple perspectives analysis. Finally, the survival state of Teaching and Research Group in outside education is totally displayed.First, from the three different views of the Teaching and Research Section of Beijing, Dongcheng Children’s Palace, and other eight outside education institutions, the established background of Teaching and Research Group is analyzed, and the survival state that Teaching and Research Group is under multiple managements is concluded. Then, by comparing and analyzing the relations between such three couples:the members of outside education institution and Teaching&Research Group, the mentor and pursuer of outside education activities, the individual development and the united development, the syncretic identity of Teaching and Research Group is presented. At last, the survival plights of Children’s palace with Teaching and Research Group is analyzed from three aspects, including the administration polity and the polity of speciality’s development, the activity in education and teaching&research, formal organization and the development of learning community.
