| Teachers are foundation in our education.Therefore,Chinese ministry of Human Resources and Social Security, ministry of Education and ministry of Finance have jointly published Guidance to the implementation of performance-pay policy in compulsory-education school for the sake of the teachers. The purpose of the guidance is to guarantee the teachers’salary in accordance with the law so that the teachers’can be devoted to the teaching career without worries behind and more excellent graduates are willing to throw into teaching career. With the performance-pay policy background,the research conducted an empirical investigation on the implementation effect of the policy and its influencing factors in county A of Province H in China. Based on the research, some suggestions will be proposed to optimize the implementation of performance-pay policy.The thesis,adopts questionnaire and interview method besides text analysis. The main targets of the questionnaire and interview are the leader of education administration and school masters,middle-rank leaders, teachers and other staff of elementary and secondary schools.According to the text analysis and statistics analysis, the thesis draws the following conclusion:during the implementation process of performance-pay policy, the three parties, county education administration, schools and school staff, all value the policy;most of the staff salaries have enhanced and the policy implementation has achieved certain effect.However,the integrated evaluation of the implementation effect is relatedly low and the satisfaction degree is average. In terms of influencing factors., the policy itself, implementation agency, target groups and policy environment may all exert influence on the implementation effect. Through the further analysis,the paper reveals that the evaluation of different groups towards the policy implementation are diverse; the interest conflict exists in the implementation process among the groups and therefore the resistance to the implementation is high.As for the the problem in the implementation process of performance-pay policy in compulsory-education school, the thesis proposes some advices:the county-level educational administration, compulsory school and staff in the school should be regarded as stakeholders while they should be laid in systematic analysis.Based on the policy itself, implementation agency,target groups and policy environment,the policy implementation system can be further optimized so that each element can maintain a good state,which is a key to overcome the implementation obstacle. |
