To realize social equality is our lofty ideal, our Constitution also stipulates that every citizen is entitled to equal access to educational opportunities and education equality is the main base of social equality.Since the reform and opening up, with the constant development of economy and society, our people’s opinion on education are constantly updated. Therefore, educational equity was given unprecedented attention. With this adaptation, the idea of the balanced development of education has become the focus of attention. However, in reality, as the urban-rural system still exists, urban and rural areas have a big gap in funding, teacher training and school construction. Quality resources are mainly concentrated in urban areas, making the education of children in rural areas inequality from the very beginning, especially in minority concentrated region. This paper approaches the subject of unevenly educational resources from the perspective of empirical study through collection and research of historical literature and field investigation. Trying to find out how to develop compulsory education in minority concentrated region theoretically.
