Compulsory education is the key to improving national quality, is the cornerstone of nationalrejuvenation, and is related to national and personal future. Our country has achieved universal access tonine years of compulsory education,and compulsory education development has entered a crucial stage,however, for various reasons disequilibrium phenomenon occurred in the development of compulsoryeducation in China; including urban and rural unbalanced development of compulsory education, and thephenomenon is particularly obvious. Compulsory education’s unbalanced development has affectedpeople’s satisfaction of education fairness, and is not conducive to the construction of socialist harmonioussociety, causing the high attention of the whole society, so that the compulsory education’s balanceddevelopment has become the key of compulsory education reform and development.Because of wide geography, regional economy, culture and social development is unbalanced, withinthe scope of the province or within the scope of nation, it is difficult to achieve the balanced developmentof compulsory education. However, close economic and cultural development level within the scope of thecounty can be a breakthrough for the development of compulsory education’s unbalanced development,therefore, this study regard the county as the unit to dicuss the strategies and methods of balanceddevelopment of compulsory education between urban and rural areas.The study based on the actual situation of S city in Anhui province. The study summaries firstlydomestic and foreign literature about compulsory education’s balanced development, then defines theconnotation of urban and rural compulsory education’s balanced development within the scope of thecounty, and put forward the related theoretical basis, and last investigate S city, which includes aquestionnaire to collect the first-hand materials, to the local education bureau, the villages and towns tocollect relevant datas, interview some schools ’s leaders and teachers. The focus of this study is to collectall information for sorting and analysis to find S city’s compulsory education’s between urban and ruralareas.It is different in financial investment in education, school conditions, teachers’ configuration andteaching quality. Aimed at these problems, We can draw a conclusion: the reasons for the unbalanceddevelopment of urban and rural compulsory education are: the influence of urban and rural dual structure system, defects in the management system, compulsory education funds investment insufficiency, theincomplete policy of compulsory education, the restriction of traditional education thoughts and students’quality. Finally, the article puts forward the suggestions and strategies to solve the problem. S city’s urbanand rural compulsory education can achieve the balanced development from the following aspects: speedup the establishment of the management system’s integration of compulsory education in urban and rural;Strengthen the construction of compulsory education funds safeguard mechanism within the county;Guarantee the weak school development of compulsory education in the countryside; Optimize teacherresources in compulsory education schools in the county.
