Evaluation On The Attractive Force Of City Science And Technology Talents Throughout Henan Province

Science and technology talent as the most precious resources of economic and social development, the key of talent competition lies in whether a region can attract talents. The science and technology professionals will be fully utilized only when retain talents can be realized. Henan province, a large province of China’s economic and social development, GDP is ranked fifth in the country, but the total amount of science and technology talents in Henan province is not commensurate with their large province economic and social status, especially there still exists great difference in environment of economic development, population and nature, social, technological development, personnel services, cultural entertainment as well as the corresponding talents attraction between the internal cities of Henan province. Based on the strategic context, this paper studics the relevant policies of Henan province attracting talent in science and technology, and tries to find, solvc and improve related problems of talent development.Based on the scientific evaluation index system of technical talents attraction in Henan province, the evaluation index system of city science and technology talent attraction throughout Henan province is constructed according to data availability, indicators independence and simplified principle, Factor analysis method is adopted to analysis the index of Henan province science and technology talent attraction competitiveness around the city, the environment for economic development, population, natural environment, social environment, technology environment, service environment and cultural entertainment environment for cluster analysis and interpretation, by using the method of cluster analysis classified the science and technology talents in Henan province around the city attraction competitiveness. The results of quantitative analysis found that; there is a big difference in Henan province city of attracting talent in science and technology competitiveness, there are generally five types:the first type is developed society, mainly in Zhengzhou city; second types is the secondary center type, mainly in Luoyang city; third types are special social type, including Jiyuan city and Sanmenxia city; fourth types is to catch up with the development of type, including Pingdingshan, Anyang, Jiaozuo, Xinxiang, Hebi, Puyang, Xuehang and Luohe; the fifth type is the backward social type, including Kaifeng, Nanyang, Shangqiu, Zhumadian, Zhoukou, Xinyang six cities. These five kinds of technological talent attraction competitiveness have distinctive features. Finally, the city of Henan province how to improve the level of their own technological talent attraction to gather more talents of science and technology seek truth from facts and put forward the concrete policy recommendations.
