Science and technology are the primary productive forces,and scientific and technological knowledge has become the most important strategic resource of a country.The investment of scientific and technological resources is the foundation of a country’s innovation capability and fundamentally determines the innovation level of a country.As the carrier of scientific and technological knowledge,scientific and technological talents are the core of scientific and technological resources and play a key role in promoting economic and social development.Attracting and gathering outstanding scientific and technological talents to meet the needs of economic and social development has become the primary link in the development strategies of countries and regions around the world.The fierce competition for talents makes all regions of our country face severe challenges.To gain the initiative in the competition for science and technology talents,it is necessary to strengthen and improve the work of science and technology talents,and further form a policy advantage and a good environment for attracting,gathering and employing talents.Therefore,evaluating and analyzing the attractiveness of scientific and technological talents in different regions of our country has become an urgent research topic.The key to evaluating the attractiveness of urban scientific and technological talents lies in the formulation of the index system and the selection of evaluation methods.Based on the perspective of talent demand and based on relevant theories,this paper integrates the research results of domestic and foreign talent flow and talent attractiveness and the open questionnaire for scientific and technological talents,and completes the preliminary selection of the index system;The evaluation indicators of the city have been adjusted and revised,thus establishing the final comprehensive evaluation indicator system for the attractiveness of urban science and technology talents.Due to the wide range of evaluation indicators for the attractiveness of urban scientific and technological talents,various types of data,and the fuzziness and uncertainty of the evaluation process,a method for evaluating the attractiveness of urban scientific and technological talents based on the combined weighting-cloud model is proposed.Select the cross-sectional data of 5 cities listed in separate plans to horizontally compare the attractiveness of urban science and technology talents and conduct a comprehensive evaluation.The results of the study show that Shenzhen has the strongest overall talent attraction,while Ningbo has the best talent attraction.Based on the above evaluation and comparative analysis results,this paper points out the relative advantages and disadvantages of each city in attracting scientific and technological talents,and proposes a series of effective countermeasures and suggestions to improve the attractiveness of scientific and technological talents in various regions and accelerate regional development.
