Teacher is a special human resource, which is decided by teachers’ professional role.There are tons of studies have shown that teacher quality is the main factor of affecting the quality of education.At present our education development is not balanced between regions and between rural and urban areas, which is caused by the teacher quality imbalance, will affect the development of our basic education overall.Our country is committed to adjust teacher’s distribution pattern and promote free normal students to take up an occupation successfully,for realizing educational balance.March 5,2010,"Normal Universities directly under the Ministry of Education free normal student’s employment policy "was issued by the Ministry of Education after Ministry of Education、Ministry of Finance、Ministry of Personnel and The Renovation and Expansion Project united to promulgate"Normal Universities directly under the Ministry of Education free education implementation measures(Trial)", the policies had showed the rights and responsibilities of free normal student explicitly. Indeed public policy is interest analysis, being in the interests of multiple complex relations and distributing social resources.The free education policy is an important educational policy. It is important to study the policy from perspective of stakeholders because the policy affect different stakeholders whose interest requirement will affect the effectiveness of the policy.The paper is taking the employment policy of the free normal school student as research object from the perspective of stakeholders, investigating the problem of the policy during the implementation process, presenting the conflict of interests, and proposing some suggestions to perfect the current policy.The first part elaborates the stakeholder theory, the application of the policy and analysis the stakeholders’interest requirements.The second part is taking the employment policy of the free-charge normal school student as research object from the perspective of stakeholders, investigating the problem of the policy during the implementation process by means of survey and interview. It shows that the interest requirements of policy makers don’t fully achieve, there are difficulties between cooperators when implementing the policy, the target groups don’t conform the policy and there is interest imbalance among the beneficiaries.The third part analysis the policy problems from four dimensions in order to provide foundation for perfecting the current policy, which are incentive mechanism and punishment mechanism, the coordination mechanism, expressing mechanism and the distribution of policy resources.The forth part analysis the causes of these problems and put forward some suggestions, such as perfect the policy text content, establish new policy value orientation, clarify the rights and obligations of the administrative department of education, establish long-term accountability and supervision mechanism, establish effective interest expression mechanism for free normal school student, tilt to the rural schools, and ensure they can benefit from the policy.
