Education plans, teacher-oriented, good education attributed to good teachers.To improve the quality of teachers, to attract outstanding students to enter the rural teachers, Chinese government implemented Free Normal Students. March5,2007, Premier Wen Jiabao at the fifth conference of the Tenth National People’s Congress pointed out:" Normal Universities, which directly under the Ministry of Education, implement Free Normal Education." On May9th of the same year,"Normal Universities directly under the Ministry of Education free education implementation measures (Trial)" was issued by the Ministry of Education which pointed out that the implementation of free Education in six subordinates Normal. In Free Normal Education, employment is the key. First free normal students were graduated in July,2011and their whereabouts became the focus of all. Therefore, the study of Free Normal Employment Policies is essential to improve the policy of Free Normal Students.In this study, free normal employment policy is the research object, examining the current employment policy of free education for students in the development and implementation process, and analyzing the legitimacy and rationality of the employment policy of free education for students from a legal perspective. Based on this, the author puts forward suggestions to complete a sound employment policy for free education for students. Therefore, this paper is divided into5parts. The first part examines the employment policy of Normal students in different historical stages’ formulation, implementation, and provides the basis for profound analysis the historical inevitability of the employment policy of free education for students so that to improve the current employment policy of free education for students from the vertical. The second part mainly analyzes the current free normal student employment policy content and characteristics, and specific analysis free normal students employment policy’s guiding ideology, principles, policies and its national, regional, demonstration, guidance and other characteristics. The third part, according to investigations and interviews, the author gets the idea of the overall employment situation of free normal students. From the data, the author analysis the current employment situation and finds that the current free normal employment policy lacks of preparation of jobs, exit mechanism, and also has problems, including the contradictions structure between supply and demand, default handling difficulties, confusion of inter-provincial employment and low rate of rural service. The focus put on part four is the problems in free normal student employment. With legitimacy and rationality as an entry point,the author analysis the employment policy of free education for students, in which legitimacy is the foundation of the employment policy of free education for students, including entities legitimacy and procedural legitimacy. Entity legitimacy of free education for employment policy of free education for employment policy can not conflict with existing substantive laws and not violate the provisions of customary law; free education for employment policy program legitimacy refers to the legalization of the decision-making process, including the rule of law institutions review of policy options, decision-making, and the Chief Executive signed the legal procedures of the announced policy in several stages. Rationality is the original cornerstone of the employment policy of free education for students, including employment purpose’s rationality, results’rationality and procedural rationality.The fifth part puts forward to perfect free normal college students employment policy recommendations. The author is aiming at problems of free normal student employment raising in making and implementing, and based on rationality analysis, the author puts forward the following suggestions:on one hand, from the aspect of perfect the text of the Free Normal education policy, the author puts forward to develop the continue education policy of free normal student, appropriately adjust to the students’ length of service and accelerate the establishment of the education system of local free normal education; on the other hand, the author puts forward to establish a sound free normal student system of reasonable access and exit mechanism, rational design the access mechanism, and refine the exit mechanism.
