Problems And Countermeasures:Research On Non-administration In Chinese Universities

This article quotes Premier Wen Jiabao’s wish of university reform, and the <National long-term education reform and development program (2010-2020)> which was introduced in the year of2010, also I will take China’s Public Universities as research objects in this paper, to find some effective ways to achieve the non-administration in these universities through the analysis on the exercise situation of administrative power and academic power. First, the article introduces the contents of administration, educational administration, administrative power, academic power and some other related concepts. After that, it reviews the history of external management system and internal leadership system of our university, and combing the fundamental development sequence of them. Then this paper will state some problems which caused by university administration:loss of university spirit for the thought of administration, deviating from the track of high education for government administration, and impeding the full play of university academic power for internal management administration. Based on these problems, an attribution analysis will be done to point out that university administration is resulted from the conscious of official standard, also the centralized management of university. Finally, I will give three suggestions to university non-administration:First of all,"two changes". One is changing from organic-oriented thinking to education-oriented thinking; another is changing from administration-based concept to academic-based concept. Secondly, we should consummate Higher Education Act, and make a university statute. Thirdly, it is necessary to establish the directorate system, and make educate staff members a specialization transition.According to the analysis on the university internal level and the national government level, this paper will give a research on the basis of these two aspects to expect that the development of our Higher Education will lead to a healthy road through the collaborate of internal and external factors.
