Special education is an integral part of our educational system, with thedevelopment of humanitarian and the more popular of "inclusive education" concept,increasing focus on particular vulnerable groups in society. The national medium-andlong-term program for education reform and development (2010-2020) points out theneed to care and support for special education, and improving the special educationsystem, a sound safeguard mechanisms in special education. Special educationdevelopment is ultimately translated into actual implementation in the provinces,which need to be active at the time of the development of special education in theprovince’s exploration and practice.By Integrated use of literature method, comparative method and investigationmethod to study the development status of special education in Jiangxi Province andfound that, Jiangxi province’s special compulsory education penetration is low, anduniversal levels is not high, and rural disabled education problem is severe; Specialeducation schools have made some progress, but the students’ consolidation should tobe improved, and the percentage of students’ distribution of urban and rural is notreasonable, and the development levels are uneven between the cities. There is a bigprogress in policy resources provides, but there still exist some problems in thepolicies and regulations: the legislative level is low, the content is not perfect, andlack of localization and innovation; In special education funding, the allocationresponsibility of all levels’ government is unknown, and the total inputs is insufficient,and the inputs channels is relatively unitary. Though has made a lot of efforts onteacher training, there are still overall lack of teachers, the teachers are not balancedequipped between different cities. And the pre-service training of special teachers isimperfect, and the post training is less reasonable.Maybe could try these ways to solve the problems of special education in JiangxiProvince: They should develop all levels of special education, meet all kinds ofdisabled children’s education needs; improve the construction of educational system,enhance the special children’s compulsory education level; rich policy resource’ssupply, increase the special policy law’s enforcement; take care of all cities’ specialeducation’s development, expand and balance all kinds of resources’ supply; clearresponsibilities at all levels of government, enrich the channels to increase special input’s levels; strengthen pre-service and in-service teachers’ education, cultivate highquality special education teachers; carry out the idea of inclusive education,construction of perfecting the mainstreaming support system etc. Only ensure thecoordinated development of various aspects of special education system, could thesteady development of special education in Jiangxi Province as a whole be probably.
