Compulsory education is the foundation of the whole national education series, receiving compulsory education is a fundamental right of each school-age child it should be guaranteed by national policies.It has many different types of vulnerable groups in compulsory education stage, they can’t fully enjoy the basic right to education or the high quality education resources as ordinary students do because of their families’economic poverty, identity issues, inherently vulnerable and so on.Chinese goverment has promulgated a large number of policies to ensure the right to education of the vulnerable groups in compulsory education stage. We gradually realized the transition from the generalization to the specific and from single to rich about education basic policies, and we also gradually realized compensation way diversification and compensation content concrete about special education policies of vulnerable groups. But it still exists some deficiencies to the government, society, school, family and other aspects like the main policies supporting factors.It is based on four aspects to construct the basis parts of policies support system of education of protection for the vulnerable groups in compulsory, they are:firstly, the theoretical basis of education equity and education weak compensation; secondly, the international trend of the world’s major national compulsory education development for the education of the vulnerable groups; thirdly, the right environment of maturity in our government, society, school and family; fourthly,《No Child Left Behind Act》(NCLB for short)practical experience in the United States, as the world classic policy of education, is providing enlightenments for constructing policies support system of vulnerable groups’protection of right to education in compulsory education stage in China.The policies support system of vulnerable groups’protection of right to education in compulsory education stage is that a series of public policies and management system that is specially formulated by the government, to really protect vulnerable groups’protection of right to education in compulsory education stage. it is consist of four subsystems, they are the government support system, the school support system, the social support system and the family support system.It has four characteristics, subject pluralism and systematicness, effect and continuity of time,Compensation diversity and targeted, Institutional innovation and flexibility. The duties of every support body are clearly assigned, having relevant supervision of the mechanism and guarantee mechanism for support, in this support system. We hope the support system will provide a little service for ensuring compulsory education stage of the right to education of vulnerable groups.
