Management Of University Research Funding Under The Influence Of The System

Scientific research is the foundation of the national development. Colleges and universities, as the mainstay of scientific research, whose status is more and more important. And national research funding is increasing. At the same time, as a basic function of colleges and universities, scientific research work are also directly related to the status and development of colleges and universities. Therefore, all colleges and universities attaches great importance to scientific research work, and actively strive for scientific research funds through various channels. However, along with the increase of scientific research, the problem of scientific research funds management is being paid more and more attention from society. It has important practical significance to promote the development of science and technology and to ensure legally and rationally effective use of science funds to research on how to strengthen scientific research funds management from system level.This article takes the university scientific research management system as a foothold and makes a comment about the present situation of the related research at home and abroad synthetically firstly.Comprehensive available literature,foreign scholar’s research mainly focuses on the sources,management,control and motivate of the research funding. Although mature and important, these studies is not system enough and the description is too macroscopic. Compared with foreign countries, the study of scientific research funds management in the domestic starts late, the research content mainly focused on the sources of funds and macro management.It did make outstanding achievements, but the work of funds management in the system level is less, so it needs a bigger research space.Then,This article discussed the impact on the management behavior of the scientific research funds,and it based on the analysis of scientific research funds management system concept and system theory.Meanwhile, the article selects university S as the research object, and analyzes its defects of scientific research management system and the reality problems of scientific research funds management, through researching its scientific research management system and investigating for related people. Through investigation and interview, the author found that although it attaches great importance in scientific research work,on the scientific research management, especially in areas such as supervision, incentive and performance evaluation management system, university S still has many shortcomings. Finally, aiming at the shortcomings of scientific research management of the university S,this paper puts forward the improving countermeasures in management system, supervision system, incentive system and performance evaluation system, etc,and draw lessons from Japan, the United States, the Netherlands and other colleges and universities scientific research management system, In order to provide the reference to improve the system of university scientific research management of adverse effects.
