The concept of quality education was put forward in the new century, much of the concept islimited to the formalism or at oral. In the practice of music education there exists its own limitations,we should make sure that music education can embody a specific domain of human qualities butcannot help to enhance all the human qualities. The concept of “put aesthetics at the core” has beenpopularized in the primary and secondary in the new century, while the excessive focus onaesthetics, especially by the practical teachers, often results in the neglect of “two foundations” andculture. The dissemination of multiculturalism, though already proliferated, also stated in the coursestandard, little has been implemented in the new century’s primary and secondary music education.The realistic problems, such as proficiency of teachers, the textbook problem, have been affectingthe concept implementation of pluralistic culture. The conclusion part of this article summarizes theproblems in the primary and secondary music education and their effects, through observing theimplementing condition of the three concepts. From the theoretical perspective and practicalperspective the author puts forward the feasibility of implementing the concept of multiculturalismin the new century’s primary and secondary music education. The author also points out that themusic education in our country should look into the whole world, focus on people-oriented, takestudent as the main subject and focus on the national condition when importing foreign musiceducation concepts; from practice we should find the best concepts for China’s primary andsecondary music education so as to exert the influence of multiculturalism education concept in thepractice of primary and secondary music education.
