By the method of investigation, interviewand comparison, the author has done some research on the construction of the"Double-Competency" teachers in the secondary vocational schools. The author arguesthat strengthening the construction of the "Double-Competency" teaching stuffin secondary vocational schools could advance students’ employability, promoteteachers’ professional development, improve the efficiency of school education.The theory of lifelong learning, professional development, and quality-orientededucation is the theoretical basis for the construction of "Double-Competency"teaching stuff in secondary vocational schools. The thesis presents thesituation that teachers in the secondary vocational schools participate in thecorporate practice in the city ofF,as well as the professional teachers’practice of management, gains and demandsin the enterprise. Analysis shows that there lies some problem in theconstruction of the "Double-Competency" teaching stuff. The teachers playinsufficient importance on the development of "Double-Competency". The trainingon the construction of the "Double-Competency" teachers does not reach theplace in the secondary vocational schools. The mechanism of "Double-Competency"teaching stuff is not sound. The enterprises drag their feet in participating.These entire problems are caused by the factors of individual teacher, school,and environment. Analyzing the causes of these problems, the author argues thatthe corresponding countermeasures should be put forward according to theaspects of the individuals, schools and environment. Teachers should start fromconsciousness of self development, formulating a professional development planfor "Double-Competency". The method of assessment to cognize"Double-Competency" teachers should be reformed in the secondary vocationalschools. We should improve the culture at campus, value the importance of the "Double-Competency",and establish an effective mechanism of teachers’professional practice. Weshould make innovations in the cultivation of training "Double-Competency"teaching stuff. As for the aspect of environment, we should set up theindependent "Double-Competency" teaching system. We should advocate theeducational mechanism of unifying schools and enterprises, to create the external environment suitable for the development of "Double-Competency" teachers.
