With the development of social-economic, secondary vocational education are in new demands. In this social context, secondary vocational education "double-competency" teaching training should also be developed along with the development of society.Research survey uses questionnaires and interviews to understand the status of Shenyang secondary vocational education teaching group. It was found that secondary vocational schools in Shenyang did not establish the true sense of the "double-competency" teaching staff. The construction of Shenyang Secondary vocational education "double-competency" teaching staff encountered many difficulties and obstacles. In the actual construction of "double-competency" teaching staff, it is difficult to achieve the goal that train the general secondary vocational education teachers as those who have the quality of teachers and technicians.The study researches the problem of "double-competency" teaching group construction from the government, secondary vocational schools and enterprise. On this basis, the study proposes the proposal to achieve the "double-competency" teaching group.Based on the above, the researchers suggest integrating the power of the community to build secondary vocational education "double-competency" teaching group. The "double-competency" teaching group sets the power of enterprise, secondary vocational schools, institutes and industry associations, so that each team member could play their duties and assume the responsibility for the development of secondary vocational education. Meanwhile, the "double-competency" teaching group also enables the win-win situation of enterprises, secondary vocational schools, research institutes and industry associations.
