Surplus rural labor forces transferring to non-agricultural industries and cities and towns, which isan inevitable trend of industrialization and modernization. Since China’s reform and opening-up,amounts of surplus rural labor forces are transferring to cities and towns with the accelerating ofindustrialization. At present the total account has reached23o million. The labor forces to cities andtowns are called peasant workers on the special historical stage of China’s development. Although thepeasant workers are engaged in the non-agricultural jobs, they have not been accepted by cities actually,whose status has not been changed at all. Peasant workers have been in the marginal place of industry,city and countryside and system, which causes series of problems called problems of peasant worker.Compared with urban workers, peasant workers are considered as vulnerable groups and attracted highattention from home and abroad and all aspects of the society with the lower level of education, skillquality and wage and insufficient rights protection.Based on the above background, the author of the paper randomly selected1386rural youthsmoving from Cangzhou in proportion as the research subjects through two survey ways of standardquestionary and interview under the help of UNIDO, ILO and the human resources and social securitydepartments of Cangzhou and Tianjin during the period from March2010to March2011. And throughthe survey and analysis of the rural youth of Cangzhou in skills, legitimate rights, working conditions,living conditions and environment and social status, etc, the paper aims at reflecting the currentsituation of the education and skill of the rural youth in Cangzhou and putting forward the solution.Through the deep investigation and detailed analysis of data, in order to solve the presentdifficulties in the education and skill training of the rural youth in Cangzhou, the paper puts forward thepractical suggestions of training of professional career for the rural youths, training for labor reserves,education of core skills, computer training for young people aged16, suitable training for women,entrepreneurship training and training for teachers who work in the place where the peasant workersmove from. And The network training system for rural youth, composed by three parts of training forlabor reserves, professional skills training and enterprises training, made by governments, schools andenterprises will actually improve the skills level of the young peasants.
