In recent years, the incident of academic misconduct has not been stopped despite prohibitions, its governance has entered a "critical period", and its outstanding performance includes higher position, title, and social status of the violators; increasing project and management corruption; research funding corruption, serious academic money transaction and so on. Various academic misconduct incidents undermine the academic seriousness, hinder the talent training, obstruct the healthy development of academics, and damage the reputation of colleges and universities, so that the social credit system is subverted. The incident of academic misconduct in colleges and universities has become a social "common problem" and its causes are various, including unduly administrative interference with academics, restricting academic freedom; inequitable distribution of academic resources resulting from the academic evaluation systems of colleges and universities and the popular "Matthew Effect" in academia; lack of relevant national laws and regulations; lack of social supervision by the public; and academic moral abnormality of the scholars as an important internal factor. From the theory of governance, the governance of academic misconduct in colleges and universities needs the cooperative interaction of government, colleges and universities, as well as scholars. In terms of government governance, the first is to transform the function and role of the government, making it no longer be the sole power center of higher education management; the second is to establish the specialized agencies to broaden the channels of supervision, improve the laws and regulations, and increase the punishment; and the third is to set up a whistleblower website to strengthen the public supervision. Besides, the colleges and universities shall have to strengthen the autonomy, and conduct the academic management system reform, such as the academic evaluation and reward system, and the monograph and paper publishing mechanism; as the main body of academic activities, scholars shall also strengthen their academic moral integrity, and pursue their studies with virtue. Only the government, colleges and universities, as well as scholars make joint efforts to establish a cooperative service governance system, can the incident of academic misconduct in colleges and universities be fundamentally curbed.
