Study On Mechanism Of Communication And Cooperation In Talents Between Fujian And Taiwan On The Platform Of Industrial Association

The cross-strait relationship has become increasingly close in recent years. Withthe realization of the three direct links of mail, navigation and commerce at the endof2008, the cross-strait communication and cooperation has come into a new step.Cross-strait economic and trade relations have entered a new stage of mutual benefitand win-win situation, and develop towards a positive and optimistic trend. Fujianprovince is the main pioneer of the cross-strait communication and cooperation. Thecross-strait communication and cooperation are mainly reflected in thecommunication and cooperation between Fujian and Taiwan, where the talentcommunication and cooperation are the keys. As is known to all, economiccompetition lies in the talents. Communication and cooperation in various industrypersonnel will greatly contribute to rapid economic and social development, andhuman resources between Fujian and Taiwan are obvious complementary. Therefore,the importance of promoting Fujian-Taiwan talents communication and cooperationis self-evident.This paper investigates the status of talents communication and cooperationbetween Fujian and Taiwan, analyzes its main platform, manner and contents, anduses the SWOT analysis method to give a comprehensive overview about advantagesand disadvantages as well as opportunities and challenges of Fujian-Taiwan talentsexchange and cooperation. On this basis, the paper points out though the platform oftalent communication and cooperation between Fujian and Taiwan has shown a trendof diversified development, industrial associations, as non-profit private groups, playa great role in promoting economic and trade exchanges between Fujian and Taiwan,industrial docking, the platform construction and intellectual exchanges, and etc.Based on this, this paper take it as the thread of the whole article that whether theindustrial association can also and already play a role, and how to play the role betterin promoting the talent communication and cooperation between Fujian andTaiwan.The use of the theory of strategic synergy is a full argument that industrial associations play an important role, serving as the platform of talents communicationand cooperation between Taiwan and Fujian. And it is a useful supplement of theexisting cross-strait talents communication and cooperation interactive platform. Byselecting the leading industry of Fujian and Taiwan-electronic information industryas the empirical object, the paper gives an analysis of the role industry associationsplay in talents communication and cooperation in the electronic information industrybetween Fujian and Taiwan, and the existing problems as well. Finally, by using thesymbiosis theory, the author gives the analysis of the industrial associations in thepromotion of talents communication and cooperation symbiosis condition andfoundation symbiotic model, then puts forward the mechanism of Fujian-Taiwantalents exchange and cooperation from including the creation of environmentalinduction mechanism, strengthening symbiotic dynamic mechanism and reduce oreliminate the damping mechanism.
