In this paper, the women of childbearing age from the plain agricultural countyof Tong Xu, who were born in1970-1995,were sampled by the way of questionnairesurvey. From the survey, I find that these women fertility intentions mainly present thefollowing characteristics:(1)The will reproductive age of the women from the urbanareas is later than that from the rural areas. But the senile birth women (aged above30)mainly concentrated in urban areas (2) In terms of the reproductive number, itbecomes the main intention of urban and rural women of childbearing age to have twochildren. The women of childbearing age in urban areas have the stronger will to birthone child. But the number of the will to birth three or more children is much lowerthan that in rural areas.(3) In terms of the birth gender, to have both sons anddaughters becomes the main fertility intentions of the most of the urban and ruralwomen of childbearing age. And it becomes the stronger will of the rural women ofchildbearing age and the proportion of women of childbearing age in urban areas willbirth boy is slightly higher than that in rural areas.(4) In terms of reproductivepurposes, the emotional needs for the women of childbearing age in urban areas isstronger than that in rural areas, but the pension demand in urban areas is slightlybigger than that in rural areas.Through qualitative analysis of the reason for the change of the fertility desire ofwomen of childbearing age in the urban and rural areas of Tongxu, I can draw thefollowing conclusions:(1) Reasons for the change of the fertility desire of women ofchildbearing age in the rural areas are the weakening the family concept, the relativeweakening of the pension needs, the changes of the marriage custom, Paying moreattention to children’s education and quality, change of the economy needs, both sonsand daughters become emotional need and so on. These factors together weaken thewish of rural women of childbearing age to have three or more children and the wishto have more than one boy, which has a positive impact on the rural population control.(2) Reasons for the change of the fertility desire of women of childbearingage in the urban areas are paying more attention to their own development and selfneed, higher fertility economic costs, higher fertility psychological costs, whichcauses some women of childbearing age in the urban areas wishes to have fewerchildren. The one-child family many problems, emotional needs, make the most ofurban women of child-bearing age will have two children. The phenomenon of theone-child family having many problems and emotional needs, make the most of urbanwomen of child-bearing age will have two children.women of childbearing age in the70s、80s、90s show a decreasing trend in theaspect of desired fertility number, a weakened trend in the aspects of desiredchildbearing gender,and the fertility purpose tends to be more modern in accordancewith the generation order. The willingness birth time of80s and90s tend to be muchearlier than70s.Through multivariate logistic regression analysis of the factors impacton the number of desired fertility of different generations of women of childbearingage, found that the main factors which influence the number of desired fertility ofwomen of childbearing age in70s are account properties, policy influence, the onlychild or not, annual income. The main factors influence the80s are residence, maritalstatus, religion. The main factors influence the90s are parents influence and maritalstatus. And then draw the following conclusions: dual economic structure in urban andrural areas and income both have a significant effect on the fertility desire, parentsplay an important role on fertility desire of women of childbearing age ofchild-bearing age, let alone two-child policy has little effect on fertility desire in PlainAgricultural County.By comparing the views of rural and urban women of childbearing age onfertility policy, found that effects of the family planning policy for the urbanchildbearing intention is still significant, far greater than the impact on the ruralwomen of childbearing age; The family planning policy still play an Important role,but the incentive and punishment mechanism of it need to be improved. Urban womenof child-bearing age showed more desire to adjust the family planning policy thanrural reproductive women, rural women of childbearing age are more adapted to the current family planning policy. Finally, provide policy suggestions for the balanceddevelopment of population in Plain Agricultural County from the optimization of thefamily planning policy and paying attention to non policy factors on fertility.
