Education is the cornerstone of a country’s economic development and social stability.Compulsory education is a statutory basic education.It’s the National Education that all school-age children and adolescents must accept.It’s also the public welfare that the country must protect.Compulsory education is an important measure to achieve educational equity and social equity.The integration of urban and rural education is the education development mechanism of urban-rural integration,it relates to the general improvement of national quality and the steady progress of educational equity, and it provides human resources and intellectual support for the integration of urban and rural development.It’s the practical requirements of the development of education that promoting the balanced development of compulsory education,urban and rural education, and achieving the integration of urban and rural education.In this paper,we analysis of the existing problems in the development of urban and rural education detailed,as well as the cause of these problems through the research on the status of the development of urban and rural education in Huining.And we suggest some corresponding countermeasures and suggestions for these reasons,in order to promote the integration of urban and rural compulsory education better.There are six chapter in this paper:The first chapter is an introduction.It mainly elaborates the origin and significance of the research,the interpretation of concepts, theoretical foundation,reviews of relevant literature and the ideas and methods of the research.The second chapter analyzes the development status quo of the the Huining urban and rural compulsory education,as well as the achievements in education management and education systems,funding,adjust the layout of the school and the construction of teachers.Chapter third researches the Huining problems existing in the hardware facilities,urban and rural students,distribution and rural teachers’status.The fourth chapter analyzes the causes of the problem from the urban-rural dual economic structure,the funds for compulsory education system,urban and rural teachers and national policy regimes.Chapter fifth suggests to promote the integration of urban and rural compulsory education.It’s mainly to strengthen the responsibility of the education and manpower,establish and improve funding for rural compulsory education system, promote the reform of the management system of urban and rural compulsory education, urban and rural teachers configuration,adjust the layout of urban and rural education,establish and improve related policies and regulations. Chapter summary is to review the full text explicitly,study the theoretical and practical value,and point out the shortcomings of research.
