The activity of "personnel research and teaching" is for the purpose of "personnelparticipation, team collaboration, and personality development" and is an important measure oneducation quality improvement project for education bureau of Xiangshan County from year of2010to2013. The activity of "personnel research and teaching" requires all teachers who are onthe job to undertake task of public class, specific requirements are as follows:"young teachersperform well on specification class; backbone teachers perform well on model class; middle-agedand elderly teachers perform well on mien class; excellent teachers perform well on presentationclass; expert teachers perform well on research class".The activity of "personnel research and teaching" is carried out three rounds from thebeginning to end in the way of county-regional propulsion and it finishes the research goals ingeneral, that is building fundamental mode on "personnel research and teaching" in the way ofcounty-regional propulsion,"propulsion by administration, professional guidance, linkagebetween urban and rural areas, personnel participation, teaching promoting by researches";building support system on "personnel research and teaching" in the way of county-regionalpropulsion, that is educational administrative departments focus on policy setting, fund supportand motivation; research unit focuses on the theme design, combination of team and the teachingguidance; primary schools pay attention to implementation of people, activity presentation andrecords. The research focuses on key points every year on implementation of three-year plan ofpersonnel research and teaching, construction, management and guidance of research and teachingteam, form, requirements and evaluation criteria of research and teaching, the specificrequirements and evaluation criteria of face-to-face guidance and casing guidance, incentivemeasures and rewards design and other content.Through the overall planning and deployment, team building and team management, platformbuilding and development, professional support and guide and other measures, personnel researchand teaching gets significant achievements, that is everyone having a class become normal; gapbetween urban and rural teachers is relatively narrower; interscholastic connection ethos on research and teaching come into being in general; the classroom teaching reform is movingforward rapidly; teaching quality in compulsory period is improved; guidance ability ofresearchers and teachers is improved; concept of personnel research and teaching is widelyaccepted."Personnel research and teaching" vigorously promotes the in-depth development of teachingand research activities in the middle and primary school in the whole county, activates theteacher’s professional spirit, improves the teachers’ classroom teaching ability, and explores thework mode of education reform in the whole county through county-regional propulsion whichhas characteristics of Xiangshan, having become another brand in Xiangshan education after "323Education Qualifications Project".The conclusions of this study are that the correct guide of performance appraisal is the key topromote personnel research and teaching activities and to achieve expected effect; personnelresearch and teaching cannot carry out too many interscholastic activities; union of research andteaching has its fatal shortcomings; effective research and teaching development is a difficult jobwhich needs more effort, and must be propelled by administration and guided by teachers andresearchers.
