At present,the level of compulsory education in China is unbalanced in development and there are large differences in teaching between schools,and the teacher management model of "school management and employment" hinders the reasonable and effective circulation of regional teachers,which seriously affects the balanced distribution of teacher resources."County management and school use" is mainly a new practice in the reform of the teacher personnel management system,and it is also a practical countermeasure to alleviate the uneven distribution of teachers between regions and schools.Based on the policy of "county management and school employment",this research summarizes the main problems of the policy,and then proceeds from one to the other,step by step,to provide reference and opinions for the introduction of policies in other regions,so as to promote the formulation of relevant laws and policies at the national level,in order to build a more A complete policy system of "County Management School Employment".After collecting and sorting out the literature research resources related to the analysis of government documents,theoretical research on educational policies and regulations,and "county management school employment",on this basis,we can grasp the research status of "county management school employment" in China,and on the basis of "county management school employment".Based on the definition of the concepts of “employment” and “compulsory education”,combined with basic theories such as educational equality and the balanced development of compulsory education,it lays a foundational theoretical support for this research work,and based on the current exchange of teachers in the “county-managed school employment”in Z city and S county Practical examination and existing in-depth research,based on the relevant theories of human resource allocation,personnel transfer and coordination of urban and rural tripartites,carry out a relatively systematic investigation and in-depth research on the implementation of "county management school employment" policy measures in Z city and S county.The article expounds for the first time the internal logic of the implementation of "county management school employment" in the compulsory education stage,and analyzes the situation of implementing the "county management school employment" policy and measures in Z city and S county according to the practice of "county management school employment" in Z city S county.This paper explains the problems existing in the process,analyzes the reasons for the above problems,and on this basis gives some suggestions for further improving the preferential policy of "county management and school employment".
