Too heavy course load of primary and middle schools is a common social problem in China. The much course load not only brings in heavy psychological pressure to the students, breaks the rules of national education development and personnel training, but also is not conducive to the cultivation of personality, creativity and the development of students’ physical and mental health. Only reduce the heavy burden of course load, can let the students grow up healthy and happy, and finally train the qualified talents.To tackle this problem, the government has formulated many policies for reducing the burden of students. However, these policies do not play an effective role in this task and the course load of students in primary and middle schools becomes more and more heavy. Faced with this phenomenon, how to effectively ease the burden of the course load of students in primary and middle schools, and let the children to enjoy a happy and free life have become a critical problem to be solved for governors and education researchers.In this paper, by using the methods of literature analysis, survey research analysis, statistical analysis, comparative analysis and theoretical analysis, the study load of primary and secondary schools in Shenyang city are analyzed. First, this paper begins with the situation of the primary and middle school course load burden in Shenyang, and investigates through the reports. The questionnaires are sent to the students, parents and teachers, from where the feedbacks are sampled to grasp the basic situation of the course load burden in primary and middle schools. This paper conduct deep data analysis of the collected questionnaires to understand the problems in the burden of primary and middle school students, and do a comprehensive analysis of the main causes of the students’ burden. Through analyzing the reason why the reducing burden policies do not work, this paper finds out the real reason for the mismatch and in execution during conducting the policies and proposes effective suggestions for easing the course load burden of primary and middle school students in Shenyang, which are based on the analysis results and foreign experience.
