New China’s One Child Policy Evolution Study

One child policy is the long-term development of our country and nation’s futureevents, starting point and the foothold of fertility policy, is to realize the coordinatedand sustainable development of population and social economy, promote thewell-being of the masses of the people. Policy formulation and adjustment will startfrom the actual situation of China. For a long time, large population base, growingfaster is China’s basic national conditions, this is why implement the family planningpolicy. Now the situation has been a major shift. Sixth census in2010, according tothe results from2000to2010, average growth rate of0.57%, China’s populationgrowth rate slowed markedly, the family planning policy has obtained the remarkableeffect; Meanwhile, great changes have taken place in population structure: in2010,the Chinese over the age of60elderly population reached$178million, thepercentage from7.62%to13.26%in1982,0~14years old population proportionfrom33.59%to16.60%. This kind of situation in the past have not been fullyattention, also the lack of response. This reciprocal changes in population agestructure shows that the population of China is growing too fast trend has reversed,and bodes well for years to made tremendous contributions to the economicdevelopment of the demographic dividend is disappearing, aging has become China’sfuture economic and social sustainable development must face significant problems.In the face of new problems appeared in the new situation, the current populationareas need to make policy adjustments in a timely manner. This paper discusses theChinese policy on birth control from the source of theoretical basis, prepared enoughfor policy formulation and adjustment of theoretical basis; In the second chapterexpounds the evolution of policy in detail, and analyzes the various periods of fertilitypolicy implementation effect, on the basis of summarizing the basic experience in theprocess of policy implementation.
