Education is the most important thing in the long developing plan of a country。The state council of China ordained a file named the Decision of Elementary Education Reform and Development in2001, which indicated that the layout of rural elementary and secondary schools in compulsory education stage should be planed according to the local reality. While it has a significant impact on each student, the layout adjustment of rural elementary and secondary schools is an important task in the reformation of basic education. Although major breakthroughs of layout adjustment of rural elementary and secondary schools has been obtained in the past decade, new problems appears one by one, which should be resolved in the next stage with new thinks and new policy.With the idea of discovering the internal rule in layout adjustment of rural elementary and secondary schools, And according to education equity and the basic principles of education,this paper selected a town Shi-tou in Shaanxi province economic development, population distribution as the case research object. Meanwhile, this thesis intends to proceed with the deeper study of individual case on Loess Plateau through research methods such as literature review, interviews and field survey, By interviews and field surveys, this paper summarized experience, analyzed problems and possible subjective and objective causes in the past3times of layout adjustment of rural elementary and secondary schools and presented some feasible schemes for the next adjustment. The research maybe gives some reference to other country’s layout adjustment.The contributions of this paper list as follows. At First, research idea was presented based on analysis of international and domestic research. The significance of this paper was pointed out. Secondly, the current layout of elementary and secondary schools in Shitou town was described from the views of student and teacher. And the interviews and field surveys show that the past3times layout adjustments of rural elementary and secondary schools have improved education quality, have used effectively of resources have balanced country education, the achievements improve the utilization of education resources and the rural school scale efficiency.and unfortunately, the results also show that many problems has appeared, such as the adjustments were not well in reason, education cost increased, some unsafe problems about going to school, left assets was not well inherited and teachers had unevenly ability. Meanwhile, the authors analyze the reasons of existing problems through subjective and objective aspects. Lastly, some suggestion and advice were presented about these problems, including but no limited to: changing the thinking of layout adjustment, scientific layout according the local reality, collecting education cost from more ways, paying more attention on management of school which provide board and lodging, reforming regulations of personnel and dealing more reasonably with left assets of withdrawn schools.
