With the development of the economy and tourism in China, thecompetition between travel agencies is getting more fierce. The quality of humanresources plays a more important role in maintaining a leading place for them. There isobviously no doubt that it has been No.1factor for them to achieve a leapingdevelopment and their strategic objectives.In2012, the government of the Suining City set it a goal to build this city into afirst-class in China and internationally famous place for leisure vacation and to speedup the achievement of the modernization of tourism industry, to make tourism a bigband and to explore the international tourism market. With such broad prospects, travelagencies are offered a significant opportunity for development. However, the comprehensive quality and professional skills of the staffs in tourism are quite behind the requirements for the development of tourism. The shortage of qualified staffs exposes the shortboard in personnel training. As a result, the development of local tourism is restrictedand this entire district suffers from this negative effect. Meanwhile because overalleconomical advantage of Suining is not prominent, its tourism started late.most of thelocal enterprises are small, with few people and a shortage of funds,even though therehas been a certain amount, it is difficult to attract nonlocal talent.Therefore, tourismenterprises want to give full play to the value of human resources, the keyis setting up a systematic and scientific mechanism for personnel training, continuetraining and reserving talents through a variety of incentives, it does help to optimizethe distribution of human resources,improve enterprises abilities in competition, so thatenable enterprises to gain considerable development. find out its problem in talentstraining, make recommendations for Suining’s tourism enterprises to establishpersonnel training mechanism. Now we know that, to set up a systematic and scientificmechanism for personnel training does help to optimize the distribution of humanresources. And this is the key to improve their ability in competition.
