With the rapid development of the intellectual economy and globalization, it’smore and more important for overseas high-level talents to promote the developmentof regional economy and innovation of science and technology. The benefit of theoverseas high-level talents introduction is to promote the industry to upgrade, changethe mode of economic development and social econo mic growth and enhance thecompetition ability of area.Changsha, Zhuzhou and Xiangtan city group is the core growth pole in Hunanprovince’s economic and social development. The establishment of Chang-Zhu-Tancity cluster "national resource-saving and environment-friendly society constructioncomprehensive reform pilot area", it’s the great strategic measure to accelerate thenew-style industrialization and new urbanization, implement the coordinatedevelopment of economy, society and environment. And it provides a rare opportunit yfor the striding development of Hunan province’s economic and social development.In recent years, the economy of Chang-Zhu-Tan city cluster maintained a rapidgrowth. The industrial structure is becoming more rational. But the talent problemthat restricts economic progress have emerged, especially the reserve, introduction,use and other aspects of the key areas of overseas high-level talents are relativelybackward. While the overseas high-level talents introduction work of advancedcoastal areas has reached a considerable scale. If we don’t change the current situation,the distance of the economy development level between Chang-Zhu-Tan city clusterand the developed area of our country will be farther and farther.This thesis take the introduction of overseas high-level talents of Chang-Zhu-Tancity cluster as a research subject, first carries on the analysis to the basic concepts andtheoretical basis of the introduction work. Based on this, this thesis carries on theanalysis on the achievements of the Chang-Zhu-Tan city cluster, afterward elaborateswith emphasis main problems which existence in the introduction of overseashigh-level talents, and analyzes the reason. Finally based on the successful experienceof the introduction of overseas high-level talents in domestic and abroad, this thesisputs forward proposal about the introduction of overseas high-level talents from the6aspects of the establishment of strategic target and focus of the introduction work,strengthen the construction of social security system and service system for overseashigh-level talents, improve innovation policy support, establishment of steady growth of the government financial investment, construction of the good platform for publicservice system and enhance the level of regional cooperation of talents throughdifferent measures.
