In the process of new era,talents are scarce resources.Social progress and national development need a large number of high-level talents to support and join.The process of globalization is becoming faster and faster at present.Human resources,capital,information and other factors are speeding up the flow among different countries.Economic activities of various countries are also increasingly dependent on each other.The role of talent internationalization is increasingly obvious.In order to keep up with the upsurge of overseas high-level talents returning and attract more talents to take root in local development,Yancheng City has implemented the strategy of innovation and development and talent strengthening,and gathered a group of overseas high-level talents to come to Yancheng City for entrepreneurship and development.Although good results have been achieved,there is a big gap compared with Shanghai City and other regions.This article is guided by human capital theory,Herzberg's "incentive-health" theory,and public service theory.Through literature research and questionnaire surveys,this paper focuses on the introduction of high-level talents from overseas in Yancheng City.Based on the clarification of the concept of talents and high-level talents of overseas,this article takes the introduction of high-level talents of overseas in Yancheng City as the research object,and understands the high-level talents of overseas in Yancheng City through questionnaires The basic status of the introduction work and the search of relevant materials summarized that Yancheng City started late in the introduction of high-level overseas talents in Yancheng City.The government-based introduction model urgently needs to be changed and talents are insufficient.This article combines the relevant theories of talent introduction and draws on the experiences and practices of relevant foreign countries and some provinces and cities to promote the introduction of high-level overseas talents overseas,and proposes three countermeasures to optimize the introduction of high-level overseas talents in Yancheng City.The combination of the "government-enterprise-society",improved supporting policies for talent introduction,and the establishment of a high-level talent honor system for overseas.
