A strong young generation declares a strong China. The accomplishment of Chinese Dream rests on the healthy growth of all of our children and young people. However, the fact is that in each year,50,000juveniles receive jail sentence, and approximately1.5million juveniles are wavering on criminal border-line. Further more, with economic and social transforming, great changes have taken place in the family structure and social environment as well as in the teen-agers themselves. There has been a continuous increase of the number of children and teen-agers who are deprived of schooling, who are vagrants and who are living in the countryside and left at home when their parents are working somewhere far away. As a result the teen-agers’education and administration are facing a great deal of new challenges and new problems. To solve those problems, the continuous social development and system improvement is the fundamental solution. Meanwhile, assistance, education and rectification for these troubled teen-agers is highly demanded. At present, there is still a gap between reality and ideal when we are tackling the supporting education for the troubled children and young people. The drawbacks can been seen in investment on social programs, joint management and relevant system. This thesis introduces some pilot projects done by certain authorities in recent years and then discusses on the functions of organization, personnel and information from the angle of supporting education resources.First of all, the thesis starts with the actual supporting education that has been done for the troubled teen-agers. To get the full picture, the author uses multiple measures, such as questionnaire survey, face-to-face interview, case analysis and documents from home and abroad. By gathering the information, the author summarizes the common problems and makes an analysis about the problems. Taking national condition and working characteristic of teen-agers into account, the thesis focuses on building a specialized supporting education resources system.Secondly, the thesis pays attention on the3kinds of supporting education resources for teen-agers, organization resource, personnel resource and information resource. Analysis is made on difficulties and essential factors so that to define the difference between current system and a specialized system. Dalian has been the National Pilot City of Service, Management and Supporting Education for the Troubled Teen-agers for two year. Hence, the thesis, thirdly, summarizes experiences obtained during implementing this pilot project. The practices proves the necessity, feasibility and key point of building the specialized supporting education resource system for the troubled teen-agers.In conclusion, based on the above survey, summary and analysis, the author believes that to build the specialized supporting education resource system for the troubled teen-agers, the organizational resource comes from the strengthened leadership of the Party and government and an increased funding in social programs. The personnel and information resources depend on regulating and optimizing the existing resources. The awareness of a systematic and integrated management and implementation shall be enhanced. By doing this, the comprehensive effect of joint management can be achieved.
