The quality of teaching is the lifeline of the development of undergraduate colleges. At the important stage of higher education which is from popularization to universalization, the scientific and reasonable system of teaching quality evaluation of general basic courses has a pivotal role for the development of higher education. Building teaching quality evaluation of general basic courses of undergraduate colleges has positive effect to the overall ascension of teaching level of general basic courses, meanwhile, has a fatal significance to improve the quality of teaching.This paper uses Teaching Evaluation Theory and Total Quality Management Theory to give an overview of higher mathematics, college English and so more courses of undergraduate general basic courses in HeiLongJiang Provinc, and from this we can know that Hierarchical and Classified Evaluation has formed preliminarily. Meanwhile, this paper deeply analyze teaching quality evaluation of general basic courses in undergraduate colleges by using the detailed data, and find out a series of existing problems. This paper give the solution to the existing problems about teaching quality evaluation of general basic courses in undergraduate colleges by learning from foreign advanced experience and based on the evaluation of the actual situation, which can further improve the teaching quality of general basic courses.By the research of teaching quality evaluation of general basic courses in undergraduate colleges, this paper expects put forward several suggestions and strategies for the existing problems of evaluation, which can embody the effect of government, school and society, further perfect the functions of three sides in the evaluation, which can embody the effect of government, school and society, further perfect the functions of three sides in the evaluation, and promote the development and progress of the task of teaching quality evaluation of general basic courses in undergraduate colleges.
